The threats and ethics of neuroweapons and mind control
The current issue of the UNESCO Courier examines the subject of neuroweapons and mind control. Many feel new international regulation on the use of neuroscience technology for manipulating and interrogating people’s minds is needed.
I agree, but I also think it is prudent to separate fact from fear, and to put this potential threat in perspective.
I recommend the issue, which includes multiple viewpoints from scientists and authorities. My contribution is the following:
Hacking the brain:
More fantasy
than reality
Although there has been spectacular progress in neuroscience
in recent decades, the possibilities that have been opened
up by the development of brain-computer interfaces are
not infinite. An extremely complex mechanism, the brain has
far from revealed all its secrets.
In 2016, the United States Department
of State reported that personnel at
the US Embassy in Havana, Cuba,
were attacked by a neuroweapon
that caused traumatic brain injury. After
intensive investigations produced no
evidence of any type of direct energy
weapon, the reported brain injury, which
takes various forms, is now called the
“Havana Syndrome”.
The prospect of mind control by using
electrodes implanted in the brain or by
beaming electromagnetic, sonic or laser
light through the skull has a long history.
Notably in the 1950s and 1960s, advances
in electronics enabled neuroscientists
to insert stimulating electrodes into
the brains of experimental animals and
humans to investigate how the brain
functions and controls behaviour, both
normal and abnormal. Public alarm
swelled as leading neuroscientists
advocated using radio-controlled brain
stimulation to correct deviant behaviour.
During the Cold War period,

I’ve been expeirencing the same as well since september of 2023 young county tx law enforcement are ones doing it to me I’m now facing theft of a firearm and burglary of habitation comal county tx due to bci equipment . here is the statement leading to what I’m currently facing I was un aware I was microchipped for my epilepsy, I was assaulted here in Olney tx in 2022. the young county detective and chief of police gained access to my microchip after he began to run for sheriff I got charged with criminal trespass in his county. the lay out of the house I didn’t know cheif berbeck of young county pct3 and his officers knew the lay out of the house. I was incoherent at 3;00 am my ex ana payans voice and the gentlemen that assaulted me Micheal speers was made to seem as if they invited me over. they chose people from my Facebook after I began to notice something wasn’t right, I kept hearing those voices leading me around Olney tx using ana payans voice to lead me to Micheal speers mothers house. the detective and cheif of police illegeally used the program to manipulate my mind using newly issued bci equipment I sat in this alley by the apartments up the road from my mothers house. I was walking back to my mothers house while he played a females voice saying they were going to call the police on me it echoed. the next day after getting back from door dashing. hatch back at bobs storage in plain view while I was looking out my window responding but not talking out load. the detective had an undercover sit and monitor me while using ana payans voice along with Micheal speers voice saying they had the fire arm I was assaulted with, which i was assalted no weapon involved in 2022. Detechtives have been using my thought process against me. Turing the volume on the bci equipment to distract and manipulate my brain when I’m out back smoking a ciggerette cheif berbeck states in his original voice front counter. three times they have done that and there has been a customer at the counter in the deli. they said all kinds of thing like i cant procicute but i can issue you a ticket. a couple days after that was said officer morris was sitting across the gas station where my mother works, i seen him pull out of his spot went down the road as i was backing out after putting on my seat belt in front of the camera of the gas station he seen me at the stop sign. officer morris of young county tx went to the spot he was previously sittin as soon as i passed him he whipped it out fast pulled me over and immidatly issued me a citation with no hestation his demior became aggressive as I’ve I was going to argue but my hands remained on the steering wheel.

We are mind control abuse technology abuse targets and victims. The abusers must be mentally ill from severe lack of proper self esteem. They must control, dominate, command, and boss around or die. There is no senseable rhyme or reason to it. It has to be a form of sadism which is a mental illness. We know who our abusers are as you know yours.
I have been advised, Nestor, to keep a journal about this hell. Also, you need proof that you are of sound mind. See a counselor or psychiatrist. You need evidence that mind control technology is indeed real. The internet sells the devices. It also gives all the info one needs on mind control technology. I’ve been advised to report to police. The CIA devised the technology. Research and run off info about the matter for police and other authorities. Write a report about your ordeal. Use Copilot if you wish; it’s great. We are victims of mind control technology abuse; it has ruined our lives. I have a ripped colon from exposure to electromagnetic waves from it along with twisted insides, fractures, cysts, and a multitude of other internal injuries. Our abusers have control over everything that we do. We have no privacy.
We are in dire need of help. The police and other law authorities do not even believe in mind control technology. Can you please help us??? What do you suggest?
Have heard this program that many of us are in has a lot to do with math.
Had a friend tell me back in 2015 that if you threw an object everything about it could be calculated through math. The altitude, rotation, velocity, speed of travel. Is it possible that within the research, one could be made to pick up a handful of marbles and toss them and have some of them land in a particular place.

There are companies in
this country that are testing citizens and finding frequencies and implants within them. It’s important to note that the system that is being used against citizens also has the potential to deliver synthetic drugs like LSD (confusion). Most victims recover from this attribute in a couple of years.
